Solution to the Mystery of the Hidden States

The roof has two levels, called courses. The names are carved into these courses on the real Lincoln Memorial.

Forty-eight states are carved into the actual Lincoln Memorial, but we can only see one side of the building on a five dollar bill.

Lower course:
Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, Carolina, Hampshire, Virginia, New York.

(The actual Lincoln Memorial has South Carolina and New Hampshire, but there wasn't room on the $5!)
Upper Course:
Arkansas, Michigan, Florida, Texas, Iowa, Wisconsin, California, Minnesota, Oregon, Kansas, West Virginia, Nevada, Nebraska, Colorado, North Dakota

(The upper course names are even smaller and harder to see than the lower course)
